The rare November storm may end parts of Georgia and Alabama’s drought. Why isn’t it becoming a hurricane despite warm ocean waters?

" Tropical Rainstorm Sara can bring flooding downpours to the northern Gulf Coast Monday night through Tuesday night, with a wide swath of 2-4 inches or more from eastern Louisiana to the Florida Panhandle," said AccuWeather Lead Hurricane Expert Alex DaSilva.

Sara was forecast to drop 10 to 20 inches of rain, with up to 30 inches in isolated areas in northern Honduras. In a 7 a.m. Eastern update, the hurricane center said "heavy rain, life-threatening flash flooding and mudslides" were possible through the weekend in Central America.
