Google is aware of how some devices, including Pixel, on Android 16 and 16 QPR1 are failing to install Play system updates. This issue was acknowledged today on the Pixel and Android Community forums.

When the green Android logo displays, release all keys (‘Installing system update’ will show for about 30 – 60 seconds before showing the Android system recovery menu options).
